An appeal to the Ministry of Public Education of the Republic of Uzbekistan may be sent in writing or in the form of an electronic document and must contain the essence of the proposal, application or complaint.

- Proposal - recommendation of a citizen on the improvement of laws and other regulatory legal acts, the activities of state bodies and local self-government bodies, the development of public relations, improvement of socio-economic and other spheres of activity of the state and society.

- Application – a citizen's request for assistance in the realization of his constitutional rights and freedoms or the constitutional rights and freedoms of other persons, or a report on violations of laws and other regulatory legal acts, shortcomings in the work of state bodies, local self-government bodies and officials, or criticism of the activities of these bodies and officials.

- Complaint – a citizen's request for the restoration or protection of his violated rights, freedoms or legitimate interests or the rights, freedoms or legitimate interests of others.

An appeal received by the Ministry of Public Education of the Republic of Uzbekistan is registered by the Administrative Department no later than within three days and sent for consideration (depending on the problems identified in them) to the structural divisions of the Ministry, or, sent within seven days from the date of registration, to the relevant state body, the executive authority of the subject of Uzbekistan, whose competence includes solving the issues raised in the appeal, notifying the citizen who sent the appeal about the redirection of the appeal.

A response to an appeal in writing or a notification of its redirection is sent to the postal address, if this appeal was received in writing, and in the form of an electronic document to the e-mail address, if the appeal was received in the form of an electronic document.

When considering an appeal, it is not allowed to disclose the information contained in the appeal, as well as information concerning the private life of a citizen, without his consent. Information about the personal data of the authors of appeals sent in electronic form is stored and processed in compliance with the requirements of the legislation of the Republic of Uzbekistan on personal data.

When sending appeals concerning the appeal of court decisions, it is necessary to keep in mind the following. According to the Constitution of Uzbekistan, justice in Uzbekistan is carried out only by the court. The judicial authorities are independent and act independently of the legislative and executive authorities. Decisions of judicial bodies are appealed in accordance with the procedural procedure established by law.

No response to a written or electronic request is given:

1) if the address does not specify the surname, first name and patronymic (the latter - if any) of the citizen who sent the appeal, or the postal address or e-mail address (e-mail) to which the response should be sent;

2) a court decision is appealed in the appeal (it is returned to the citizen with an explanation of the procedure for appealing this court decision);

3) the appeal contains obscene or offensive expressions, threats to the life, health and property of an official of the Ministry of Education and Science of Russia or its territorial administrations, as well as members of his family;

4) if the text of the written request is not readable;

5) if a written or electronic appeal of a citizen contains a question to which he has been repeatedly given written answers on the merits in connection with previously sent appeals, and at the same time new arguments or circumstances are not given in the appeal;

6) if the answer to the substance of the question raised in the appeal cannot be given without disclosing information constituting a state or other secret protected by federal law.

1. The size of an electronic application cannot exceed 5,000 characters.

2. If necessary, you have the right to attach the necessary documents and materials to the application in electronic form in the form of a single file without archiving. The size of the attachment file cannot exceed 5 MB. The following file formats are allowed for attachments: txt, doc, rtf, xls, ppt, pdf, jpg, bmp, png, tif f, gif. Other formats cannot be processed in the information systems of the Ministry of Education and Science of Russia.
