THE ORGANIZATION OF COMPULSORY SUBSCRIPTION TO PRINTED PUBLICATIONS IS PROHIBITED

The Ministry of Public Education receives reports that teachers are being forced to subscribe to publications.
Recall that on August 14, 2018, paragraph 16 of the Presidential Decree “on measures for the spiritual, moral and physical education of young people, raising the education and upbringing system to a qualitatively new level" (PP-3907) prohibits organizing compulsory subscription of teachers to printed publications.
At the same time, deduction from wages is possible only upon written application of the employee. Withholding of wages is carried out without the consent of the employee only in cases stipulated by law (collection of taxes, execution of court decisions and other executive documents, etc.).
Withholding from an employee's salary without his written consent on subscription fees, utility bills and other issues is illegal.
Taking into account the above, we inform you that teachers and students of the public education system, at their discretion, can have a voluntary subscription to any socio-political, artistic, educational or intellectual newspapers and magazines published in our country.
When forced to subscribe to publications, teachers are asked to submit an application to the prosecutor's office.
